“New York Daily News” Story: “Controller John Liu says no more ticket to slide for businesses hit with parking fines”

I have been representing companies that operate commercial fleets in NYC for about 20 years. I have become very familiar with STARS, NYServe, the Delivery Solutions Programs, (Stipulated Fine & Commercial Abatement), the Fleet Program and the Rental Program . Based on information in the recent “Daily News” press release, I did a random search of 9 plates enrolled in the Stipulated Fine Program. I found 66 tickets going as far back as 1999. They are unpaid, and have never entered judgment. There may be a glitch in the system. It is no wonder considering the millions of records that must be maintained.

Parking regulations are in effect to maintain the law, contribute to efficient traffic flow, and maintain a safe environment for the public. The Delivery Solutions Programs were designed to reduce hearings at the Commercial Adjudications Unit. The hoped for result was reducing the administrative expense necessary to conduct hearings while maintaining revenue flow. The actual result may be a difficult to identify reduction of parking ticket revenue and an increase in non-amenable parking ticket violations.
